PURPOSE: Approval of the Interlocal Agreement between Snohomish County and Public Utility District No. 1 of Snohomish County concerning utility construction associated with the Jordan Creek Bridge 214 Replacement project.

 

BACKGROUND: The Jordan Creek Bridge 214 Replacement project is listed as item F.01.18 in the 2023 Annual Construction Program.  The County proposes to replace Jordan Creek Bridge 214 that carries traffic over Jordan Creek near milepost 5.8 on Jordan Road.   PUD has an 8-inch water main within the public road right-of-way and supported by Jordan Creek Bridge 214. PUD holds a franchise for occupancy of public road rights-of-way and is required, as a condition of its franchise and state law, to relocate its facilities at its own expense to accommodate public road improvements. PUD has requested the County to include water line relocation construction and associated utility work in the project vicinity into the County’s construction contract.  All costs associated with the utility work will be paid by PUD. RCW 39.34, the Interlocal Cooperation Act, authorizes governmental cooperation between public entities to provide services and facilities in a manner that will best serve the needs of local communities. The project is in County Council District 1.
