PURPOSE: To authorize the County Executive to approve the Assignment and Assumption of a Boeing 727-227 for use as a Fire Dept. training prop donated by Everett Community College to Snohomish County Airport.

 

BACKGROUND: .

                     The Airport Fire Department conducts aircraft emergency response training using a retired Boeing 727-100, which now requires replacement. The aging prop has sustained significant damage during training exercises, with the aircraft’s exterior being penetrated to the extent that it is nearly unusable.

                     Everett Community College will donate a 727-227 aircraft to Snohomish County Paine Field Airport under the terms of the Assignment and Assumption Agreement Deed of Gift - Quit Claim. The college will also provide training and best practice instruction on the operation and procedures for the donated aircraft.

                     The agreement specifies that the aircraft will be disassembled and relocated from its current location on leased Airport property to the training grounds, where the existing training prop is situated. This process will be managed and funded by the Airport.

                     Originally, the 727-227 aircraft was donated to Everett Community College by FEDEX for training purposes, and FEDEX has waived the initial restriction on transferring the aircraft under this agreement.

                     Before the transport of the donated 727-227, the existing 727-100 training prop will be dismantled and recycled.

DEPARTMENT FISCAL IMPACT NOTES:  It is estimated to be approximately $5,000 for the relocation and the airport enterprise funds has sufficient funds in the 2025-2026 budget. This cost is not included in the agreement being approved today.
