PURPOSE: To obtain the Executive’s signature on a 14-month contract with the Washington State Health Care Authority (HCA) for the expansion of the LEAD Program in the northern and eastern sections of Snohomish County.

 

BACKGROUND: The Prosecuting Attorney (PAO) launched the County’s Law Enforcement Assisted Diversion (LEAD) Program in June of 2020, with a $1,685,878 grant from the HCA.  Based on the success of the initiative, the HCA awarded the County a second grant of $1,612,064 to expand the LEAD Program, through June of 2023. Thereafter, as a result of the Program’s continued success, the HCA awarded the County a third grant of $1,612,064 that began July 1, 2023, and will end June 30, 2025.  At this time, the PAO and HCA seek to expand Snohomish County LEAD to include the northern and eastern sections of the County. Contract K7594 between the County and HCA provides $430,000 to enlarge the Program’s reach by hiring two additional Case Managers/Behavioral Health Specialists who will serve up to 25 additional LEAD Program participants each; most from parts of the County not presently served. At present, this unexpected funding is not part of the PAO’s 2024 Grant Work Plan; therefore, the PAO requests the Council to approve the motion to enter into the contract and requests the Executive to sign the contract.
