PURPOSE: To authorize approval of Professional Services Agreement SWMCC04-24 with Institute for Environmental Health Inc. for limnology laboratory services.
BACKGROUND: The Surface Water Management (SWM) Division of DCNR requires the use of laboratory testing services to analyze water samples for tracking lake health, identifying pollution sources, developing and implementing restoration plans, evaluation and restoration actions, and complying with State and Federal water quality requirements. Through a Request for Proposal (RFP) SWM has solicited the services of a consultant to assist the County with laboratory testing services. Institute for Environmental Health was the only firm responding to RFP-24-016TB and was selected through established Federal, State and County policies and practices. Institute for Environmental Health has experience with the US Environmental Protection Agency Standard Methods for Water and Waste Water quality assurance/quality control requirements to ensure that dates are accurate, reliable, legally defensible, and of the highest integrity. A Professional Services Agreement between Snohomish County and Institute for Environmental Health was negotiated. Total payments for services under this agreement shall not exceed $105,500.
