PURPOSE: Authorizing the County Executive to Sign the 2024 - 2027 Collective Bargaining Agreement between Snohomish County and ASFCME 1811-PA
BACKGROUND: This is a four (4) year agreement with AFSCME 1811-PA representing 10. This agreement is effective January 1, 2024, through December 31, 2027. The agreement includes language exempting the non-discrimination clause from the grievance procedure, sick leave cash out at separation tied to good standing, adding some procedural disciplinary considerations and some other administrative updates addressing efficiencies and consistency. Appendix A provides for increases in wages effective January 1st of 2024 to reflect an across-the-board increase of 4.51% which represents 100% of the June-to-June CPI-W. In addition, there are market adjustments. Appendix A also provides for cost-of-living adjustments in 2025, 2026 and 2027 based on 100% of the June-to-June CPI-W with a floor of one percent (1.0%) and a ceiling of five percent (5.0%). This agreement supersedes the agreement that expired December 31, 2023, and covers approximately 80 employees.
