PURPOSE: To approve Sub-award agreements with Ducks Unlimited and Washington Farmland Trust to implement portions of the Community Floodplain Solutions - Phase 3 Implementation Grant (SEAFBD-2325-SnCoCN-00046). 

 

BACKGROUND: The Washington Department of Ecology (ECY) awarded a Floodplains by Design grant (SEAFBD-2325-SnCoCN-00046) to Snohomish County, Surface Water Management Division for the Community Floodplain Solutions (CFS) - Phase 3 Implementation. Phase 3 of CFS is focused on implementing the projects that were designed and permitted as part of Floodplains by Design (FbD) funding for Phases 1 and 2, but also continue the development of a pipeline of new projects in the Snohomish Watershed. It is a cooperative effort between many partners aimed at working collaboratively to increase ecological function; reduce impact to local infrastructure from flooding and sediment transport; protect and enhance farmland productivity; and improve water quality and recreational opportunities in the community. Subawardees under this grant agreement include Tulalip Tribes, Snohomish Conservation District, Washington Farmland Trust, Adopt A Stream Foundation (AASF), and Ducks Unlimited. These two sub-award agreements would pass through $175,000 in grant funds to Ducks Unlimited for the implementation of. the Bear Creek Willow Planting, the High Bridge Integrated Drainage, and the Getchell Ranch (Farm #2) Integrated Drainage Projects AND $275,000 to Washington Farmland Trust to develop a pipeline of potential conservation easement acquisitions on farmland in the Snohomish Basin, with an option to acquire a conservation easement identified in the course of developing the pipeline.
