ITEM TITLE:
Title
Authorizing the Executive to sign of Change Order CO-19 to Bid PW-24-027SB for the Construction at the New Start Center of Everett with Marpac Construction LLC.
body
DEPARTMENT: Facilities and Fleet Management
ORIGINATOR: Lance Meinhold
EXECUTIVE RECOMMENDATION: Approved
PURPOSE: To obtain Executive approval of Change Order 19 to Marpac Construction.
BACKGROUND: The County and Marpac Construction entered into an agreement on December 18th, 2024, for the construction phase of the New Start Center of Everett. At the time of the Architect’s site visit to prepare the bid documents, they noted six broken windowpanes. These windowpanes were identified on the bid documents and were noticeable during the pre-bid construction walk. During demolition and construction, while the contractor has had control of the site security and safety an addition four panes have been broken. During a detailed site walk at the start of construction, a total of 47 windowpanes were identified as requiring replacement. This change order covers the 41 panes that were not included in the bid documents or damaged after the contractor took control if the site. The City of Everett building inspector discovered and noted on a pre-construction site walk that the front entry doors to the main lobby are individually too narrow for accessibility access. The doors need to be accessible or the other accessible elements in the building would not be usable. Potential remedies included installing automated operators for the existing doors or replacing with a single door of the appropriate size. The most economical solution found was to replace the pair of doors with a single door and an adjacent window. The change order includes all elements required to make the door code compliant. The removal of the non-permitted jacuzzi in room 145 lead to the discovery of structural damage under the area caused by on open-air gap between the tub drainpipe and the sanitary sewer piping. The condition could not be seen prior to the removal of the tub due to the tub itself and the inaccessible crawl space below. The crawl space is approximately 20-feet tall. The demolition and repair work must be done from either scaffolding on the uneven ground space below or from above using a harness system similar to roof framing work. The work will be slower paced than typical framing due to this constraint.
