BACKGROUND: The Snohomish County Council adopted the 2021 budget through amended ordinance No. 20-075. The budget contained budget conditions. One of the budget conditions requires the Sheriff’s Office to submit a plan and associated costs for social justice initiatives for Council’s consideration. Through a professional services agreement with Think Ideas DBA America’s Promise Project, the Sheriff’s Office is submitting their proposal which includes a plan and associated costs for Council’s consideration. Due to the time that it took for the parties to develop the agreement and work with risk management to obtain the proper insurance, the Sheriff’s Office is seeking approval of this agreement but will not need the budget transfer because this will likely not be considered until the end of the year. The Sheriff’s Office seeks approval of this agreement as the funds are appropriated in the 2022 executive recommended government. The agreement does contain the ability to be renewed for one additional year.
