PURPOSE: Snohomish County Council’s approval of a supplemental appropriation for grant funds received in the amount of $300,000 in Parks Construction Fund 309, in order to establish expenditure authority for the Meadowdale Beach Park & Estuary Restoration Project. 2021 Supplemental Appropriation in Parks Construction Fund 309 for a National Oceanic & Atmospheric Administration (NOAA) grant in an amount of $300,000 provided for the Meadowdale Beach Park & Estuary Restoration Project

BACKGROUND: Snohomish County Parks, Recreation and Tourism was awarded National Oceanic & Atmospheric Administration (NOAA) grant funds in the amount of $300,000 on October 1, 2020, for our Meadowdale Beach Park & Estuary Restoration project.  These funds were not included in the 2021 budget process as the funds were not awarded yet.  These funds are sponsored by NOAA through award number NA20NMF4630306. Parks will be utilizing these funds for the Meadowdale Beach Park & Estuary Restoration project which has gone out to bid and is expected to break ground shortly.  Parks will be working with Burlington Northern Santa Fe (BNSF) railroad on the construction of a railroad bridge and underpass trail at Meadowdale Beach Park.
