PURPOSE: Approving Amendment 1 to the Sustainable Aviation Fuels Consultant - Business Plan Agreement with Earth Finance.
BACKGROUND: Snohomish County is establishing a world-leading Sustainable Aviation Fuels Research and Development Center at Paine Field Airport. Snohomish County has received a $6.5 million grant from the State of Washington through the Department of Transportation for the development of an applied sustainable aviation fuel research and development (SAF R&D) center. The SAF R&D Center will have a significant impact on the climate economy locally and worldwide and could create widespread investment and jobs in our region. As part of these efforts, Earth Finance shall lead the development and implementation of a business plan of the SAF Center through targeted and strategic engagement. On August 21, 2024, the Snohomish County Council approved the Sustainable Aviation Fuels Consultant - Business Plan Agreement with Earth Finance, Inc. with an expiration of June 15, 2025, by Motion 24-332 and authorized the County Executive to execute the Agreement. Now therefore on Motion, the Snohomish County Council approves Amendment 1, including an updated scope of work and budget alignment, to the Sustainable Aviation Fuels Consultant - Business Plan Agreement with Earth Finance, Inc. and authorizes the County Executive to execute the Amendment. Amendment 1 does not include a budget increase or a schedule adjustment.
