PURPOSE: To approve the Interlocal Agreement between Snohomish County and the City of Lynnwood for a Snohomish County Outreach Team member for 2024 - 2026.
BACKGROUND: The purpose of this Interlocal Agreement (ILA) is to set forth the duties between the City and the County regarding an ongoing program that embeds a County-employed social worker within Lynnwood and Mountlake Terrace’s police force. The 1 FTE position is split 50/50 between the City of Lynnwood and the City of Mountlake Terrace. The goal of the program is to provide an alternative police response to those with social service needs in the Cities of Lynnwood and Mountlake Terrace. The social worker will provide assistance to police responses for people with behavioral health, housing, and financial needs. The program aims to bridge gaps between law enforcement and social services in our community to better coordinate response and follow up for individuals that can benefit from those services. The social worker will also be responsible for providing social service training for officers. The social worker will be a County employee supervised by Snohomish County’s Human Services Department.
The length of this ILA will be 29 months; August 1, 2024 through December, 31 2026. The City of Lynnwood will pay $325,231.50 towards the salary and other expenses for the position for 2024 and 2025, additional funds to be paid by the City of Mountlake Terrace in a separate ILA. 2026 budget will be negotiated in an amendment prior to December 31, 2025.

DEPARTMENT FISCAL IMPACT NOTES: There is no fiscal impact to County general revenues as a result of this action. The activity will be funded 100% by the City of Lynnwood.
