PURPOSE: Approval of Supplement No. 6 to Professional Services Agreement CCF02-22 with WSP USA, Inc. for Design Services for Granite Falls Bridge 102

 

BACKGROUND:
- The Department of Public Works (PW) has received federal funding to replace Granite Falls Bridge 102 which carries Mountain Loop Highway over the South Fork of the Stillaguamish River.
- The 340-foot-long, 20-foot-wide bridge is not wide enough for two large vehicles to pass comfortably.  The bridge is part of a vital freight route for transportation of natural resources including timber, sand, gravel and aggregate resources critical for the Puget Sound’s infrastructure and construction industry.  The 91-year-old bridge is considered “fracture critical” and functionally obsolete.
- PW selected the consulting firm, WSP USA, Inc., using federal, State and County policies and practices.
- The initial agreement amount of $3,776,037 was approved by Council in December 2022.
- PW has since processed five supplements to the original agreement.  All were within the contingency amount approved by Council.
- PW determined the need for additional permitting and environmental support and has negotiated the necessary services with WSP USA, Inc.
- Total payments for services under this supplement shall not exceed $837,327 for an amended total amount not to exceed $4,977,215.
