Executive/Council Action Form (ECAF)
ITEM TITLE:
Title
Motion 25-408, authorizing the County Executive to an agreement between Snohomish County and Ziply Fiber for the Elliot Road Flood Reduction Project
body
DEPARTMENT: Conservation and Natural Resources
ORIGINATOR: Toni Wilde
EXECUTIVE RECOMMENDATION: Approved by Lacey Harper 8/29/25
PURPOSE: Approval of the agreement between Ziply Fiber and Snohomish County for the adjustment of Ziply Fiber’s facilities during construction of the Elliot Road Flood Reduction project.
BACKGROUND: The County has a current active road project on Elliott Road, which will construct a 40-foot clear span bridge near 12512 Elliott Road
Ziply Fiber has direct buried copper cables between MP 0.42 and MP 0.57 which must be removed to accommodate the County;s project.
The County and Ziply Fiber have determined it is in their best interest to incorporate the removal of Ziply Fiber’s facilities, as requested by Ziply Fiber, into the County’s construction plans and contract for the Project.
Snohomish County sees this as a benefit to the County where having a single construction contractor doing both the road work and utility work on site reduces the chances for a claim to arise.
Ziply Fiber has agreed to reimburse the County for the actual costs the County will incur in the removal of Ziply Fiber’s facilities. The estimated cost of the work the County is performing for Ziply Fiber is approximately $35,610.00
