PURPOSE: The purpose of this ECAF is to approve and authorize execution of Amendment 1 to the Enterprise Agreement with ESRI to extend the Agreement for four more years and acquire Advantage Program Learning and Service Credits.

 

BACKGROUND: Snohomish County currently uses ESRI for GIS / ArcGIS mapping and analysis services and has 3 separate accounts (Snohomish County, County Public Works and Snohomish Health District).  Licensing needs have increased with expansion of the Cartegraph application to multiple departments, several types of licensed products, the planned expansion to add ESRI Indoors, and for ease of administration for user profiles and license management across 3 disparate accounts, the County desires to enter into an Enterprise Agreement licensing model in order to expand functionality, administer one global account, and provide a predictable single contract price for licenses needed County-wide.    In September 2022, RFP-22-041BC was published to obtain proposals for an Enterprise Geographic Information System license and support agreement.  Environmental Services Research, Inc. (ESRI) was selected by the Snohomish County evaluation committee to provide a Geographic Information System Enterprise Agreement (EA).  An EA was executed November 22, 2022 for services through 11/21/2026 with optional additional four (4) year terms for the duration of the County’s use of the system.    The parties desire to extend the Agreement from November 22, 2026 through November 21, 2030, and acquire Advantage Program Learning and Service Credits to use for executing activities and projects identified through the County’s Advantage Program beginning upon execution of Amendment 1, for a total cost not to exceed $1,827,475 plus applicable sales tax. Approval of this ECAF will allow for continuation of the existing services and the acquisition of the Learning and Service Credits. Expedited handling is requested for execution by November 20, 2026 as the current term expires November 30, 2026 and the services are integral to the County’s GIS program.
