PURPOSE: Approve and Authorize the County Executive to Execute the Washington State Department of Commerce System Demonstration Grant
BACKGROUND: The Washington State Department of Commerce has awarded Snohomish County $11,629,777 for the System Demonstration Grant (SDG) for the period 7/1/2021 through 6/30/2023. Prior to 7/1/2017, the program was known as the Consolidated Homeless Grant. From 7/1/2017 to 6/30/2021, the program was known as Consolidated Homeless Grant/System Demonstration Grant. This program combines state homeless resources into a single grant opportunity under the administration of Washington State Department of Commerce. The agreement provides funding for coordinated entry, emergency shelter, rapid re-housing rent assistance, or permanent supportive housing. The program will also provide Housing and Essential Needs. The target population will be homeless households and households at risk of homelessness. This agreement was included in the 2021 Human Services Department Grant Work Plan (GWP) approved via Motion 20-411. The total exceeds the amount included in the GWP by more than $50,000 and now requires Council approval. The program was included in GWPs as Consolidated Homeless Grant. In the future, it will be included as System Demonstration Grant.
