PURPOSE: The purpose of this ECAF is to approve and execute Amendment 5 to the Website Development and Hosting Agreement for CivicPlus to add one sandbox development testing environment.
BACKGROUND: The County entered into an agreement with CivicPlus in 2013 for the development of the County website. The Agreement states that additional services may be added by amendment or separate agreement. The CivicSend module was added in 2015, ADFS and HTTPS software services were added in 2016, PlatinumPlus Security services were added in 2018, Media Hosting was added in 2019, and CivicOptimize was added in 2021. Civic Resident and Community Engagement is a core priority for Snohomish County government and is a key strategic initiative for Snohomish County IT. The IT department wishes to add one “sandbox” development testing site to the Agreement and is considering adding additional sandbox sites as needed, which will enable the County to safely develop and test ideas in a non-production environment without impacting the production environment. Due to the complexity of new website features and services, a sandbox environment is needed to thoroughly review and test before moving changes into production. The first term ending 7/31/22 will be pro-rated based upon the activation date and will be co-termed thereafter with the existing agreement. Approval of this Amendment 5 will allow the Department of Information Technology to add one sandbox environment to the agreement.

DEPARTMENT FISCAL IMPACT NOTES: This investment is part of IT’s pandemic strategy and increases accessibility for residents and businesses to engage in remote business with Snohomish County. This contract amendment is funded through a budget transfer in late 2021 that provided this and other pandemic response outlays.
