PURPOSE: Single Source Purchase of rescue hoist for installation on 2nd Sheriff’s Office rescue helicopter
BACKGROUND: This rescue hoist will be installed on the second Sheriff's Office rescue helicopter. The hoist will be used during rescue operations in the mountains to insert rescuers, then extract both rescuers and an injured patient. This equipment is critical in conducting rescue operations in the Cascade Mountains where ground transport is not feasible since no roads exist in most of the back country. The permanently installed rescue hoist mounting system and wiring system is the same system on both rescue helicopters. This allows for either hoist to be mounted on either helicopter. Pendant hoist controls are the same and can be used interchangeably. Hoist cables are also the same part number and can be mounted on either hoist. On Board Systems Hoist and Winch was formerly known as Collins Aerospace which operated Goodrich Hoist Company. The same manufacturing facility is now operated by On Board Systems, so all the parts and construction are identical to our previous hoist. Our current hoist is mounted on the primary rescue helicopter "SnoHawk 10" and is the same make and model as the rescue hoist being purchased. It is important to have both of these hoists compatible since they both use the same hoist cable which needs to be periodically changed, and the same hoist pendant control which will also be interchangeable. There is only one other company that manufactures rescue hoists and their cable and pendant are not compatible with the existing hoist.
