EXECUTIVE RECOMMENDATION:  A Boungjaktha 5/28/24

 

PURPOSE: To hire Jacobs Engineering Group Inc. for on-call environmental services at Snohomish County Airport in support of the Runway 16R-34L Rehabilitation project.

 

BACKGROUND: .

Q                     Snohomish County Airport intends to rehabilitate Runway 16R-34L, using federal grant funds acquired through the Federal Aviation Administration (FAA) Airport Improvement Program (AIP).

Q                     AIP-funded projects must be evaluated for environmental impacts in categories such as cultural or historic resources, wetlands and endangered species, and other categories, and the results reported to the FAA.

Q                     The airport requires specialized Environmental Consulting Services in order to accomplish this work on behalf of the Runway 16R-34L project.

Q                     Jacobs Engineering Group Inc. (Jacobs) has been selected on the basis of their qualifications to do the work as identified in RFQ 24-006BC.  Jacobs has been in business since 1947 and consults on engineering projects worldwide with over 24,000 employees in the Unites States and 60,000 worldwide.

Q                     The work performed under this RFQ 24-006BC will be assigned via individual Task Orders with Jacobs, approved by the Airport Director or Deputy Directors.

Q                     The Airport seeks authorization from Snohomish County Council to execute this on-call professional services contract with Jacobs for environmental services.

Q                     The on-call contract total is NTE $500,000 and terminates December 31, 2026 with no extensions included. However, at the option of the County an extension may be agreed upon in writing if needed.

DEPARTMENT FISCAL IMPACT NOTES:  This project has sufficient funding in the 2024 budget and shall be planned for in the 2025-2026 budget.  An FAA grant shall reimburse the airport at 90% of the project with 10% covered by the fund balance.
