PURPOSE: The purpose is to substitute grant funding for a conservation acquisition project approved in Motions 24-507, to fund an alternate conservation acquisition project within the same County farmland conservation interest area

 

BACKGROUND: WHEREAS, Snohomish County Code Chapter 4.14 establishes the Snohomish County Conservation Futures Property Tax Fund and the Conservation Futures Program Advisory Board (“Advisory Board”), whose duties include the review and recommendation of projects to be funded with Conservation Futures Property Tax Funds; and  WHEREAS, on December 8, 2024 under Snohomish County Motion 24-507 the Snohomish County Council approved funding allocation with proceeds from Snohomish County Conservation Futures Property Tax Fund in the amount of $1,537,318.89 to acquire conservation easements a portion of which included funding for property known as CF24-03 Ninety Farms further described as Assessor Parcel ID No. 31050300101000, protecting 48 acres of farmland with a conservation easement; and  WHEREAS, in 2025, a finding of ineligibility was identified concerning a specific grant award for CF24-03 Ninety Farms Acquisition Project; and   WHEREAS, on October 2, 2025, in a special meeting, the Board Advisory approved an alternative conservation acquisition option.; and WHEREAS, the alternate property is located in the County’s same farmland conservation interest area, substituting CF24-03 Ninety Farms acquisition project further described as Parcel ID No. 31050300101000 with Foster Corn Maze acquisition project, further described as Assessor Parcel ID Nos. 31051000301400; 31051000301500; 31051000302000; 310510-00301900; 31051000301300, in order to protect approximately 39.54 acres of farmland with a conservation easement, in the amount of $520,350.00.
