PURPOSE: To authorize approval of Intergovernmental Agreement with Snohomish Conservation District for the Lower Stillaguamish River Basin Pollution Identification and Correction (PIC) Program Phase IV.
BACKGROUND: The County has been awarded a $670,000 Shellfish Pollution Identification and Correction (PIC) Grant for the Lower Stillaguamish River Basin from the Environmental Protection Agency’s National Estuary Program. The grant work is designed to reduce fecal coliform impacts to commercial shellfish areas in Port Susan and South Skagit Bay. The Snohomish Conservation District is an ongoing PIC program partner and is identified as subrecipient on the grant to conduct technical assistance and education and outreach work focused on reducing pet and livestock impacts. $171,400 is budgeted for this subrecipient grant work.
