PURPOSE: The purpose of this agreement with Washington Emergency Management Division is to receive pass-through grant funds from the FEMA Public Assistance program in response to Presidential Disaster Declaration # FEMA-4906-DR-WA. The funds will reimburse Snohomish County departments and offices for emergency expenditures and damages incurred during the historic December 2025 flooding.

 

BACKGROUND: Widespread flooding occurred in December 2025 in Western Washington, causing damages and prompting emergency spending to respond to the floods locally. Washington Emergency Management Division compiled statewide damages and submitted them to FEMA for a Presidential Declaration with a request for both individual assistance (for households) and public assistance (for publicly owned infrastructure). This declaration occurred on April 8, 2026. Snohomish County has held recovery scoping meetings with FEMA to identify eligible expenditures. Approving this contract is the avenue by which the County will receive reimbursement from FEMA. Additionally, the Prosecuting Attorney’s Office prepared a letter reserving the County’s rights regarding the preliminary injunction on 2025 DHS Standard Terms and Conditions language. This letter and the preliminary injunction are also included for Executive signature.
