PURPOSE: Approval of this Right-of-Way (ROW) Plan will allow the ROW acquisition phase for the N High Rock Rd Slide Repair project.

 

BACKGROUND: • The N High Rock Rd Slide Repair project is listed as item D.05.15 in the 2026 Annual Construction Program. • N High Rock Rd provides the sole access route for hundreds of residents south of Monroe. Heavy rains during a December 2023 storm event caused a section of retaining wall and portion of the roadway to fail. The road is currently reduced to a single lane with temporary yield control. • The County proposes to construct geogrid reinforced walls to restore the two-lane roadway section. • Property from two (2) parcels is to be acquired for this project. The Right-of-Way acquisition process is scheduled to occur in 2026 and 2027. • The project is in Council District #1 and ROW funding has been secured through County Road Funds.
