MARTHA LAKE RESIDENTIAL RENTAL AGREEMENT

body

DEPARTMENT:  CONSERVATION AND NATURAL RESOURCES

ORIGINATOR:  PEJ MORGAN

EXECUTIVE RECOMMENDATION:  Approved

PURPOSE: To rent the Martha Lake Residence to County Deputy and their Spouse as Caretakers, to care for residence, its landscaping and provide information to Park visitors and monitor the Park

BACKGROUND: The safety and security of our parks are paramount. We have invested significant resources in enhancing the appeal and functionality of our parks, and to maintain the security and integrity of these improvements, it is essential to have on-site personnel, particularly after park hours. Therefore, it is imperative that we prioritize housing for individuals who directly contribute to park security and safety. Currently, the monthly rent for park housing does not adequately account for the unique challenges and sacrifices experienced by our Park Rangers and staff residing in parks. Residing within a park setting entails reduced privacy and increased visibility to park visitors. Moreover, Park Rangers can be frequently called out to address emergencies or issues after hours, blurring the boundaries between work and personal life. Additionally, they often play a key role in addressing inquiries and concerns from the public, necessitating their continuous availability and involvement. These factors highlight the additional demands placed on Park Rangers beyond their standard duties and underscore the justification for a reduced rent rate that reflects the inconveniences and unique aspects of living and working in a park environment. After careful consideration and consultation with the County Property Officer and Property Administrator, it has been agreed that a reduced rent rate is appropriate to reflect the inconvenience and lack of privacy associated with living in a park necessary to alleviate the financial strain on our Park Rangers and to incentivize Rangers and Sheriff's deputies to reside in the park houses, thereby enhancing security and safety within our parks. Therefore, the monthly rent for park housing will be reduced to approximately 50% of the market rate for FTE Park Rangers. This reduction applies equally to Sheriff's deputies who reside in park housing. DCNR employees who are not Park Rangers or Sheriff's deputies may pay up to the full market rate upon approval of the Parks Director and Property Officer.
