PURPOSE: The purpose of this ECAF is to approve and execute an agreement with Speridian Technologies, LLC for to design and develop an electronic ex parte solution for the Clerk’s Office.

 

BACKGROUND: The County Clerk currently offers an ex parte mail-in service that allows residents to submit certain court documents to the Clerk for presentation to a judicial officer.  The Clerk generally processes 350 to 450 ex parte requests by mail each month.  The Clerk wishes to create an automated, public-facing web-based electronic submission solution using Microsoft tools currently used and supported by the County’s IT department to replace the existing paper-based system.    The County published RFP-24-006JM to solicit proposals for design and development of a new electronic ex parte solution for the Clerk’s Office and Speridian Technologies, LLC was selected by the Snohomish County evaluation committee as submitting the highest-ranking proposal to provide this new ex parte solution. The cost for the services shall not exceed $303,963.00 over the full contract term through July 30, 2025.    The Contractor will begin their services immediately upon execution of the Agreement. Expedited handling is requested as the solution is receiving Coronavirus Local Fiscal Recovery Funds pursuant to the American Rescue Plan act (ARPA CLFR) which must be under contract immediately and expended by July 30, 2025.
