EXECUTIVE RECOMMENDATION:  Approve

 

PURPOSE: Provide supplemental emergency expenditure authority within Human Services Fund 124 for unanticipated cost related to coronavirus relief services in 2021.

 

BACKGROUND: The County was awarded $33,065,517 in Consolidated Appropriations Funding through the Washington State Dept. of Commerce for Treasury Emergency Rental Assistance (T-RAP) Coronavirus relief services for the period 3/1/2021 through 12/31/2021.  Contract 21-4616C-124 was approved by the Snohomish County Executive via ECAF 2021-0043.

 

These grant funds will prevent evictions by providing payment for rental and utility assistance for low-income residents who are impacted by the pandemic. There is a set-a-side for disadvantaged populations.

 

The County will retain $40,000 for administration costs and the remaining $33,025,517 will be subcontracted to a local nonprofit to provide eligible activities to the target population. The grant award was not anticipated when the original 2021 budget was developed.

 

Expedited processing is requested to meet Washington State Department of Commerce expenditure requirements for these funds.

DEPARTMENT FISCAL IMPACT NOTES:  

There is no impact to County General Revenue as a result of this action. This additional Appropriation is fully supported by the Treasury Rental Assistance Program funding received indirectly through Washington State Dept. of Commerce.
