Motion 24-153, authorizing grant applications to the Washington State Recreation and Conservation Office for planning projects at multiple county parks

3.                     PURPOSE: Approve grant applications to be submitted to the Washington State Recreation and Conservation Office for the following parks and programs: Flowing Lake Park (ALEA), Martha Lake Park (WWRP-Local Parks), Martha Lake Airport Park (YAF), Snohomish River Regional Trail (WWRP-Trails).

 

4.                     BACKGROUND: Snohomish County has identified several park capital projects within the 2024-2030 Capital Improvement Program (CIP} for completion. The Snohomish County Park and Recreation Element (PRE) identifies pursuit of grant funding as an implementation measure to support completion of capital projects. The Washington State Recreation and Conservation Office (RCO) distributes grant funding through a variety of programs authorized by state law. RCO is accepting applications for several of these programs in 2022 and requires authorization of grant applications for these programs. Snohomish County has a long history of successful applications to RCO and funding support. Snohomish County desires to apply for RCO grants to support completion of capital projects included within the CIP. The following parks and programs have been preliminarily identified:

a.                     Flowing Lake Park Floating Dock Replacement (Aquatic Lands Enhancement Account - ALEA): This application is for $500,000 ($500,000 of matching dollars will be from REET2) and will provide part of the funds for replacing the floating dock with the possibility of adding an accessible kayak launch and accessible fishing areas and improved accessible routes from the parking lot to the dock. The grant project will also include paving replacement to improve accessibility along the waterfront path and the addition of educational signage along the waterfront path.

b.                     Martha Lake Airport Park Pickleball Courts (Youth Athletic Facilities - YAF Large Status): This application is for $1,000,000 ($825,000 of matching dollars will be from $500,000 mitigation; $325,000 REET2) to support a project that will add 8 pickleball courts and supporting amenities in Martha Lake Airport Park.
