PURPOSE: Approve the 2026 Annual Action Plan in order to receive annual CDBG, HOME, and ESG grant funds.

 

BACKGROUND: Deadline Request:  The 2026 Annual Action Plan (2026 AAP) has been delayed due to the late announcement of the 2026 CDBG, HOME and ESG entitlement allocations from the U.S. Department of Housing and Urban Development (HUD).  Annual Action Plans are normally submitted to HUD by May 15 of each year to ensure that 1) HUD Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) contracts can be executed in a timely manner, and 2) thereby allowing Human Services to execute contracts between the County and agencies receiving these funds, prior to the program year start date of July 1. Expedited processing is respectfully requested for approval of the 2026 AAP by June 18, 2026. 

Public Review and Comment

The attached motion requests approval of the Snohomish County Urban County Consortium (Consortium) 2026 AAP for CDBG, HOME and ESG grant funds. Snohomish County is the lead agency for the Consortium and the Plan is required in order to receive the grant funds from the U.S. Department of Housing and Urban Development (HUD).  The 2026 program year will run from July 1, 2026, through June 30, 2027.

 

The CDBG, HOME, and ESG grants are included in the 2026 Human Services Department Grant Work Plan approved via Motion 25-453.

 

Snohomish County, operating in consortium with the cities and towns within the County, qualifies as an urban county entitlement jurisdiction to receive federal funds annually from HUD under the CDBG, HOME, and ESG programs.  As lead agency of the Consortium, federal regulations require the County to develop and submit a 2026 Annual Action Plan to HUD to receive 2026 grant funds under these programs.

 

The Consortium’s CDBG, HOME, and ESG funds may be used to support affordable housing, public facility, infrastructure, and service projects that principally benefit low- and moderate-income residents and neighborhoods in the County. The 2026 AAP includes descriptions and awards for the proposed projects and for County grant administrative costs. It also provides additional information on the grant funds and other planned actions to address community needs.

As required, the proposed projects are consistent with the five-year goals set forth in the Consortium’s 2025-2029 Consolidated Plan approved via Motion 25-264. The projects were recommended for funding on November 12, 2025, and on March 11, 2026, by the Consortium’s Policy Advisory Board, which provides input on use of these funds.

In addition, pursuant to an interlocal agreement, a portion of the HOME funds each year are set aside for affordable housing projects selected by the City of Everett (Everett), with final approval, as required, by the County.  Everett has selected two proposed projects for these funds which will benefit residents within Everett and Everett’s Urban Growth Area.  The projects are included in the 2026 AAP and Everett has undertaken its final citizen participation and city approval processes. 

2026 Actual Funds Available and Proposed Allocations

A total of $5,859,735.52 in funding under CDBG, HOME, and ESG programs funds available to the Snohomish County Consortium to help meet the five-year goals in the 2025-2029 Consolidated Plan. This includes:

 

$3,402,659 in 2026 CDBG Grant Funds,

• $30,000 in 2026 Estimated CDBG Program Income,

• $1,847,275.74 in 2026 HOME Grant Funds,

• $288,916.78 in 2025 HOME Program Income, and

• $290,884 in 2026 ESG Grant Funds.

 

All the activities selected to receive funds under the CDBG, HOME, and ESG programs for the 2026 program year through the Snohomish County Consortium will help address priority needs and goals in the 2025-2029 Consolidated Plan. The $5,859,735.52 in available grant funds is allocated as follows:

 

• $2,928,317 for Affordable Housing Projects & Programs,

• $1,254,380 for Public Facility & Infrastructure Projects,

• $514,898 for Homeless, Special Needs, and Fair Housing Service Projects,

• $269,068 for Homeless Shelter, Rapid Rehousing, and Homeless Management Information System, and

• $893,073 for Grant Planning & Administration

 

A list of proposed projects is located on page 59 of the 2026 Annual Action Plan and project descriptions are located on pages 61 to 82.
