PURPOSE: The Critical Area Site Plans comply with the requirements of the Critical Area Study dated June 2020 in connection with the North Creek Trail Project (RC1546). Compensatory mitigation was required pursuant to Chapter 30.62A SCC (Wetlands and Fish and Wildlife Habitat Conservation Areas) for the project’s impacts to critical areas.
BACKGROUND: The North Creek Trail Project (RC1546) was approved for construction by the Army Corps of Engineers (Permit # NWS-2018-1129-WRD) and Department of Ecology Order #16907. As part of the regulatory permitting process, a Critical Area Study (June 2020) was required to construct the project. The Critical Area Study required areas for compensatory wetland mitigation in designated protection sites that would be left permanently undisturbed in a substantially natural state. This Motion addresses two separate mitigation site areas: Parcel 00602000001103 at 9th Ave, and Parcels 00373000901601, 00373000900902, 27051800300300, and 00373000901800 at Waxen Rd were designed as compensatory mitigation sites for the project’s impacts to critical areas. Permanent protection of these mitigation sites requires approval by the Snohomish County Council and recording of Critical Area Site Plans with the County Auditor.
