EXECUTIVE RECOMMENDATION: To sign the Washington State DES Energy Services Funding Agreement for: Contract No. 2025-136 G (1-1), M&V Agreement No. 2025-136 B (2); and Amendment No. 3 for IAA K9023 as authorized by Ordinance 24-102.
PURPOSE: The funding agreement and amendment documents allow Snohomish County Facilities and Fleet to contract with the State Energy Services Program (DES) under IAA K9023 who will hire Integrity Energy Services Co. to install two new Computer Room Air Handlers (CRAH) and a new Uninterruptable Power System (UPS).
BACKGROUND: Snohomish County Facilities and Fleet supports maintenance of the HVAC and backup power systems for the Administration East building (County) data center. The data center is cooled with three CRAH units and backup power by one 225 kVa UPS unit. One of the CRAH units was replaced in 2018, but the other two are past their useful life and one of those two no longer functions. The UPS unit is past its useful service life and parts are not readily available. This Data Center provides critical computing functions for County operations including subcontracted work to other agencies. This project will replace the CRAH units with more efficient units by way of “right sizing” the equipment. The UPS has been identified as having a higher capacity than needed and will be replaced with a unit of slightly lower capacity to match the forecasted equipment load.
