PURPOSE: The purpose of this ECAF is for authorize and execute Amendment 6 to the Agreement between Rave Wireless and Snohomish County to include alert services for the City of Marysville.
BACKGROUND: The County published RFP 11-19SB to solicit proposals for a new system that will integrate with Sno911 and Smart911 systems, is usable “out of the box” with minimal configuration and offers 24 hour a day, 7 days a week support. Rave Wireless(Rave) was selected by the Snohomish County evaluation committee as submitting the highest ranking proposal to provide a new notification system and a five year Agreement was executed February 12, 2020. The Agreement was amended October 25, 2021 to add one SMS to Opt-in keyword to support airport operations, January 18, 2023 to add 10DLC numbers and an additional 150,000 SMS messages annually, September 14, 2023 to add a recurring desktop alert and optional soft panic button, January 24, 2024 to reduce the number of 10DLC numbers and SMS messages, and November 7, 2024 to amendment the Agreement to automatically renew annually unless terminated by either party in accordance with the Agreement. The County’s Agreement includes a provision to provide the services to other cities or agencies. The City of Marysville (Marysville) currently receives alert services directly from the Contractor; and wishes to end their direct services with Contractor and join the County’s Agreement beginning January 1, 2026 in order to reduce Marysville’s expenses. Approval of this Amendment 6 will allow for Marysville to be provided with Rave alert services through the County’s Agreement beginning January 1, 2026.
