PURPOSE: To authorize the Executive to accept FAA Airport Improvement Program (AIP) Grant Offer 3-53-0028-067-2024 “Reconstruct Runway 16R/34L (phase 1-design)” at Seattle Paine Field International Airport.

 

BACKGROUND: .

                     The Seattle Paine Field International Airport (the Airport) recently contracted with Jacobs Engineering under RFQ 24-003BC to design the first phase of a project to reconstruct the pavement of the Airport’s main runway 16R-34L in order to preserve the useful life of the pavement and bring the runway up to current Federal design standards.  

                     The FAA Airport Improvement Program (AIP) Grant Offer 3-53-0028-067-2024 is being provided to the Airport to fund this design.

                     This design contract will be 90% funded by FAA AIP Grant 3-53-0028-067-2024, in the amount of $1,250,000.

                     The required 10% matching funds will be provided from the Airport fund, anticipated to be $138,889.00.

                     The Airport seeks authorization for the Executive to accept this FAA AIP grant in the amount of $1,250,000, and further authorization for the Airport Director to approve any amendments thereto (not to exceed 15% of the original grant amount).

                     The first phase of the project will be bid and constructed in the summer of 2026.

                     Please note the Executive must execute the grant, followed (and not preceded) by the attorney’s certification, no later than August 22, 2024, in order for the grant to be valid.
