PURPOSE: Establishing the rates to be charged for jail service fees and approving the form and terms of jail service contracts.
BACKGROUND: In accordance with Snohomish County Code Section 2.10.010(10), the County Council may, by resolution, establish the jail service rates to be charged, determine other terms of such agreements, and approve the contract forms to be used.
January 2027 marks the beginning of a new term for the County's jail service contracts. The Sheriff's Office has developed a new contract template to establish and maintain partnerships with local agencies requiring jail services.
The recommended County service fees for 2027 are as follows:
• Booking Fee: $353.61
• Daily Maintenance Fee: $266.71
• Overtime Supplement: $32.78
• Video Court Fee: $328.24 per hour
The recommended County service fees for 2028 are as follows:
• Booking Fee: $369.09
• Daily Maintenance Fee: $271.97
• Overtime Supplement: $33.80
• Video Court Fee: $338.41 per hour

DEPARTMENT FISCAL IMPACT NOTES: The fiscal impacts associated with these rates are included in the Sheriff's Office 2027-2028 departmental budget. Fiscal impacts specific to each interlocal agreement (ILA) will be identified in the individual agreements submitted for Executive consideration if the proposed ordinance is approved.
