PURPOSE: The purpose of this ECAF is to approve and execute Amendment 4 to the Master Services and Purchasing Agreement with Axon Enterprise, Inc. to upgrade existing hardware and increase the contract budget for a five-year subscription term.
BACKGROUND: In 2020 the County completed scoring of RFP 15-19DW for Interview Management Solutions. An Agreement was executed with Axon Enterprise, Inc., the highest ranked responsive proposer, for their turnkey interview solution that includes hardware, installation and ongoing software to manage interview recordings. The intent of the Agreement was to act as a master agreement governing all subsequent purchases by the County for Axon products and services. The Agreement was amended in 2022 to add a body camera system and updated Tasers, and in 2024 to add a digital evidence system for the Prosecuting Attorney’s Office and Office of Public Defense, and in 2025 to add an on-premises video evidence processing platform for the Sheriff’s Office. The Agreement allows an automatic 5-year renewal term after the initial subscription term. Additionally, the existing hardware needs to be upgraded. Axon has offered a discount for the five-year term renewal. The cost of the upgraded hardware and the renewal term from April 1, 2026 through March 30, 2031 will increase the Agreement $110,070.00 plus applicable sales tax. Approval of this Amendment 4 will allow a 5-year renewal term and upgrade of the existing hardware in the interview rooms.
