body
DEPARTMENT: Conservation & Natural Resources
ORIGINATOR: Julie Aumick
EXECUTIVE RECOMMENDATION: Approve - Lacey Harper
PURPOSE: Approval of Ordinance by County Council authorizing the County Executive to execute Amendment No. 1 to the Interlocal Agreement between Snohomish County and the Stillaguamish tribe of Indians for the Stillaguamish Watershed Integrated Floodplain Management project.
BACKGROUND: • The Stillaguamish Tribe was awarded grant funds from the Washington State Department of Ecology to implement the Stillaguamish Watershed Integrated Floodplain Management project. • The Grant provides funding for watershed partners to work collectively to provide multi-benefit integrated flood risk reduction, protect and restore habitat and protect valuable local interest, like agricultural productivity and recreational opportunities in the Stillaguamish watershed within Snohomish County. • The COUNTY and the TRIBE executed an agreement entitled “Interlocal Agreement between Snohomish County and the Stillaguamish Tribe of Indians for Stillaguamish and Snohomish River Modeling” (the “Original Agreement”), on August 21, 2020; • The proposed Amendment No.1 will revise the contract budget as illustrated in Section 7 and Appendix B of the original Interlocal Agreement. The Tribe’s grant requires Snohomish County to provide 20% match ($75,000) which was not included in the original agreement. This Amendment reduces the grant fund amount the County will receive from $375,000 to $300,000 from the Tribe to complete the Scope of Work associated Grant Task 10 as detailed in Appendix A of the Interlocal Agreement. • If approved, Amendment No.1 to the Interlocal Agreement will remain in effect through June 30, 2023, at which point the project activities are projected to be completed. • This Agreement is entered into under the regulatory authority of the Interlocal Cooperation Act, Chapter 39.34 RCW. • A “Wet” signature is required as the Tribe was unable to sign electronically
