PURPOSE: Ongoing compliance with RCW 84.34, enacted by the state legislature to “maintain, preserve, conserve and otherwise continue in existence adequate open space lands for the production of food, fiber and forest crops, and to assure the use and enjoyment of natural resources and scenic beauty for the economic and social well-being of the state and its citizens” and that “assessment practices must be so designed as to permit the continued availability of open space lands for these purposes.”

 

BACKGROUND: Parcel 28060200302000 no longer meets the agricultural income requirements for the Open Space Farm & Agriculture classification and reclassification to Open Space General - Agricultural Conservation is recommended for the 4.0196 acres for which it is sought.  There are approximately 80-years-old blueberry plants on this property being farmed organically, but per the owner, attempts to farm organically have resulted in crop failures and total loss of income.  Due to the mature fruit-bearing plants on the property and the historical viability of this parcel as farmland, it is suitable in its current use for the reclassification sought.

Parcel 28060200306800, while contiguous with the parcel above, is a small remnant of a larger holding of Designated Forestland that no longer contains enough acreage to maintain the DF classification (parcel is .4736 acre in size and the minimum requirement is 5 acres).  The applicant seeks reclassification for the entire .4736-acre parcel to Open Space General - Land. 

Reclassification restrictions do not allow a parcel to be reclassified directly from Designated Forestland to Open Space General - Agricultural Conservation land without penalties, which is why different reclassifications are being sought for the two parcels despite their contiguity.
