EXECUTIVE RECOMMENDATION:  Approved by Tom Teigen 2/10/26

PURPOSE: For Council to approve a Professional Services Agreement with KPFF, Inc., for Centennial Trail South Conceptual Design and Feasibility

BACKGROUND: Snohomish County acquired and railbanked 12 miles of former rail right of way between the City of Snohomish and the south county line just north of Woodinville. The Centennial Trail South project will complete the Centennial Trail from the Skagit County line to the King County line.  RFQ #25-0541BC was issued to solicit consultants to provide site investigation, public engagement, alternatives analysis, schematic design, early technical design and support for phasing and fundraising for the Centennial Trail South Conceptual Design and Feasibility project. KPFF Consulting Engineers, Inc., was selected through a competitive review process as the best qualified firm to complete the identified work. Project scope and budget have been negotiated with KPFF for an amount not to exceed $2,309,979 (Two Million Three Hundred Thousand Nine and Nine Hundred Seventy-Nine Dollars). Project funding is available within Parks’ current capital budget.
