PURPOSE: Council to execute the 2024 LIHWAP for Contract #24-32607-081
BACKGROUND: The 2024 Low-Income Home Water Assistance Program (LIHWAP) is funded by the United States Department of Health and Human Services (HHS) and WA State through the Washington State Department of Commerce. The program funds are designed to reduce the burden of rising home energy costs by providing assistance with a portion of a low-income household’s water and/or sewer bill.
This LIHWAP contract is for services under the FFY 2024 Department of Health and Human Services (HHS)-Administration for Children and Families-Children and Families Services Programs, American Rescue Plan (ARP) for the low-income Home Water Assistance Program (LIHWAP).
The contract is for $149,759.00 for the period of Oct. 1, 2023, through March 31, 2024.

DEPARTMENT FISCAL IMPACT NOTES: Funds awarded under this contract will be used to support program services and administration. No match is required. There is no impact on County General Funds. The program was not expected to extend into 2024 and was not included in the county budget request. Fiscal staff will track program expenditures and if needed, will prepare a budget modification request in 2024.
