EXECUTIVE RECOMMENDATION:  Approved by Lacey Harper 4/13/26

 

PURPOSE: To recommend the re-appointment of Lou Ann Carter to the Snohomish County Council on Aging.

 

BACKGROUND: The Snohomish County Council on Aging is comprised of individuals who represent various age, gender, ethnic, and employment backgrounds from each of the five geographic council districts. The Snohomish County Council on Aging  advertises widely throughout the year for applicants to fill vacant Council on Aging positions. The potential nominee has completed her first 3-year term as a Council on Aging member. Of note, Lou Ann Carter is not a member of any other County Boards. 

Lou Ann Carter has a wealth of knowledge and experience due to her 25 years working as a social worker for the Department of Social and Health Services (DSHS) from 1997 - 2022. She served as a Child Support Enforcement Officer, Supervisor for a Skilled Nursing Facility Unit and a Supervisor for a Residential Unit. She also served at DSHS  as the Tribal Liaison for the Division of Child Support and Child Welfare Services, as well as a Local Indian Child Welfare Advisory Committee Facilitator. Through her experiences, Ms. Carter has been an engaged community member, a trustworthy source of learning, and a helpful volunteer. 

The Council on Aging membership recommends the following individual for appointment to the Snohomish County Council on Aging for a second three-year term:

                     Currently serves as Council on Aging, Officer At Large
                     Previously served as Council on Aging, Vice Chair and Senior Center subcommittee, Chair
                     Volunteers as a Alzheimer’s Caregiver Support Group Facilitator and Grief Support Group Facilitator at Carl Gipson Center
                     Volunteers with Hospice of the NW in Mt. Vernon
                     Currently is a Licensed Independent Clinical Social Worker in the State of Washington.
                     Education: AA General Studies, Advanced Certificate of Municipal Leadership (AWC), CBA Graduate School of Retail Banking
