PURPOSE: the Snohomish County Council to approve and authorize the Snohomish County Executive to sign (i) The Non Federal Sponsor’s Self Certification Of Financial Capability Form” And (ii) The Non-Federal Sponsor’s Self-Certification Of Financial Capability For Decision Documents Form” and any other documents required to effectuate the Grant Agreement

 

BACKGROUND: WHEREAS, the Washington Department of Fish and Wildlife (‘WDFW”) owns the northern half of Spencer Island, a portion of the proposed project area, further described as Assessor Parcel IDs  29051600400300; 29051500200100; 29051500300100 and Snohomish County owns the southern half of Spencer Island, also a portion of the proposed project area, further described as Assessor Parcel ID 29051500300300; and  WHEREAS, WDFW was awarded by the United State Corps of Engineers (“Corps), a grant for the purpose of restoring the ecosystem on Spencer Island; and Snohomish County is considering participating in and entering into the Corps’ Project Partnership Agreement as a third-party nonfederal sponsor for the WDFW grant funded Spencer Island Ecosystem Restoration Project, in partnership with the Corp and WDFW; and  WHEREAS, a preliminary requirement to participate in the proposed Spencer Island Ecosystem Project Agreement is for Snohomish County to complete forms “Non-Federal Sponsor’s Self Certification of Financial Capability Form” And “The Non-Federal Sponsor’s Self-Certification of Financial Capability for Decision Documents” to confirm County’s capability to participate and enter into an agreement and  WHEREAS, Snohomish County is proposing to contribute the real property necessary for the proposed Spencer Island Ecosystem Restoration Project, which is the County-owned southern portion of Spencer Island, further described as Assessor Parcel ID 29051500300300; and                       WHEREAS, the execution of the two Corps forms labeled as (i) The Non-Federal Sponsor’s Self Certification of Financial Capability Form” And “The Non-Federal Sponsor’s Self-Certification of Financial Capability For Decision Documents will satisfy the preliminary WDFW requirement under the Grant Agreement;

OTHER DEPARTMENTAL REVIEW/COMMENTS:  This is a preliminary requirement for County to consider entering into a Project Partnership Agreement with WDFW and the Corps for the WDFW grant awarded Spencer Island Ecosystem Restoration Project and Agreement. This will allow the Corp to issue the Agreement and for Snohomish County Council to hear by Motion and Ordinance in August/September 2026.  Reviewed and approved by Finance (Nathan Kennedy 6/30/26)
