PURPOSE: Approval of the professional services agreement with Therapeutic Health Services to provide Opiate Substitution Treatment Services for certain inmates of the Snohomish County Jail.

 

BACKGROUND: Therapeutic Health Services (THS) has been providing opiate substitution (methadone) treatment services at the jail under a 2013 agreement with the Human Services Department, last amended in 2015 and is now expired. Jail services were a small portion of the initial HSD contract. The Sheriff’s Office and THS have reached an agreement and rate structure that are specific to the Snohomish County Jail needs. Under this agreement, THS shall coordinate the delivery of Opiate Substitution Treatment (OST) Services within Snohomish County Corrections. Jail inmates who are enrolled with an OST clinic in Snohomish County when booked into the jail are eligible to receive OST while incarcerated within the jail.   Funding for this program is from State CJTA funds managed through Human Services. The Sheriff’s Office is requesting approval of the professional services agreement with THS to continue this vital service to inmates at the jail.
