PURPOSE: Provide a joint letter of support from County Council and Executive supporting Parks’ application for a FY23 Reconnecting Communities and Neighborhoods planning grant for $7.2m. If successful, funds will be used to complete planning through 90% design for the 12-mile rail-to-trail corridor for both an interim trail and full corridor buildout.

 

BACKGROUND: This 12-mile rail-to-trail project will extend the world-class Centennial Trail from its current terminus south to the King County line. The Centennial Trail South extension will be a critical link in Snohomish County’s regional trail system, completing the Centennial Trail from the Skagit County line to the King County line, providing 42 miles of separated, shared-use trail. The trail will continue into King County as the Eastrail, continuing an additional 30 miles to Renton and connecting to over 175 miles of a larger regional trail.  The Reconnecting Communities and Neighborhoods program requires a 20% match with local funds. Parks currently has $1.2m in REET 2 appropriated to the project unencumbered, with an additional $600,000 encumbered to a previous consultant contract that will not be expended, totaling the $1.8m in match needed for the grant.  If successful, the award is anticipated in 2024.
