PURPOSE: To authorize approval of Professional Services Agreement AGRI02-24 with Economic Consultants Oregon LTD for the Transfer of Development Rights Bank

 

BACKGROUND: Snohomish County has a rich history of exploring land use strategies aimed at preserving its agricultural heritage. However, the existing TDR framework faces challenges, including limited demand and operational constraints. With approximately 178 acres conserved since 2006, there is an opportunity to leverage existing experience and resources to establish a sustainable TDR bank. Drawing inspiration from successful initiatives in neighboring jurisdictions, such as King County, this project aims to refine and expand the TDR program, thereby enhancing its impact and effectiveness. The anticipated outcome of this project is to establish a robust TDR Bank that serves as a catalyst for conservation efforts and sustainable development in Snohomish County. ECOnorthwest, who was selected through RFP-24-022RB,  will play a crucial role in facilitating efficient TDR transactions, streamlining processes, and aligning with broader land conservation initiatives. ECOnorthwest will contribute expertise and innovative solutions to achieve our conservation and development goals.
