PURPOSE: The purpose of this ECAF is to approve and execute Amendment 1 to the interlocal agreement (ILA) between Snohomish County and the City of Everett to allow the County IT Department to provide certified Lidar data received from the Washington State Department of Natural Resources (DNR) to the City of Everett.
BACKGROUND: In order to mutually benefit the County and City of Everett (Everett), both organizations have agreed to share space within the County’s data center for the purpose of cross connections to State, County, and other participating agencies and to share Orthoimagery through the County’s agreement with EagleView. This agreement allows for Everett to request services from the County via Supplemental Work Order (SWO). Snohomish County executed an Interlocal Agreement with Everett on December 11, 2020. The Department of Natural Resources (“DNR”) has contracted with Quantum Spatial to collect, process, and deliver certified Lidar data, imagery, and derivative products for several counties in Washington State. The cost for the Snohomish County region, including the cities of Everett and Marysville, Lidar data is $66,864, of which, the County will pay $48,224 to DNR. Everett has requested Everett’s portion of the Snohomish County region Lidar data which will cost $21,168. Approval of this ECAF will allow the County will collect $21,168 from Everett and include it in the County’s full payment to DNR of $48,224.
