Title

Motion 22-537, authorizing the County Executive to sign Professional Services Agreement CCF02-22 with WSP USA, Inc. to provide design services for the Granite Falls Bridge 102 Project

body

DEPARTMENT:  Public Works

ORIGINATOR:  Lori Ericsson

EXECUTIVE RECOMMENDATION: Lacey Harper 12/7/22

PURPOSE: Approval of Agreement CCF02-22 will allow Snohomish County Public Works to utilize WSP USA, Inc. to provide Design Services necessary to complete the Granite Falls Bridge 102 replacement project.

BACKGROUND: The Department of Public Works (PW) has received federal funding to replace Granit Falls Bridge 102 which carries Mountain Loop Highway over the South Fork of the Stillaguamish River. The 340-foot-long, 20-foot-wide bridge is not wide enough for two large vehicles to pass comfortably.  The bridge is part of a vital freight route for transportation of natural resources including timber, sand, gravel and aggregate resources critical for the Puget Sound’s infrastructure and construction industry.  The 87 year old bridge is considered fracture critical and functionally obsolete. The Engineering Services division of PW does not currently have the staff capacity to complete Design Services for this project. Through a Request for Qualifications (RFQ) PW has solicited the services of a consultant to assist the County with this project.  WSP USA, Inc. was one of three consulting firms responding to RFQ-22-004SB and was selected through established Federal, State and County policies and practices. This agreement will include all work required for final design, utility relocation design services, geotechnical engineering, environmental permitting assistance and construction phase design services. A Professional Services Agreement between Snohomish County and WSP USA, Inc. was negotiated. The total budget for this ECAF is $3,876,037.00, which includes the agreement amount of $3,776,037.00 and an additional  contingency amount of $100,000.00, for allowable unforeseen costs. The approving motion for the agreement authorizes the Public Works Director or Deputy Director to approve and execute amendments to the agreement within this total budgeted amount.
