PURPOSE: Approval of Amendment No. 1 to the Interlocal Agreement between Snohomish County and the City of Bothell concerning Solid Waste Management

 

BACKGROUND: Snohomish County Solid Waste currently provides solid waste planning and management services to unincorporated portions of the City of Bothell’s Municipal Urban Growth Area.   These services were contracted under an Interlocal Agreement dated June 28, 2011. The agreement requires that any future annexations of County lands by the City should fall within the jurisdiction of the County for the purposes of solid waste planning and management. The “Bloomberg Hill Annexation Area,” annexed on December 31, 2012, created a solid-waste service island that falls under Snohomish County providers, while surrounding areas are serviced by the King County system.  The annexation area is now being developed, and new residences will require curbside collection services.  To support efficient hauler transport and ensure consistent collection services, Snohomish County has partnered with the City of Bothell and King County to adjust the annexation date. If approved, this amendment would allow the annexation date to be adjusted and would ensure consistent solid waste collection in the areas of Snohomish County annexed by the City.
