PURPOSE: Request Council approval for electronic submission of a baseline five-year application to the Department of Health and Human Services/Administration for Children and Families/Office of Head Start (DHHS/ACF/OHS) for Snohomish County Early Head Start, for FY 2025. Application to be submitted no later than September 30, 2024.
BACKGROUND: Snohomish County is applying for funding in the amount of $1,503,090 to continue the Early Head Start Program in Snohomish County for the period January 1, 2025 through December 31, 2025. This application is for the first year of a baseline five-year award period through December 31, 2029, renewable annually. FY 2025 is considered to be year one of the five-year application cycle.
Funding will support the enrollment of 82 children and families in Early Head Start, with services offered across Snohomish County. The number of students has not changed since the initial award of the program in 2010.
To accept this application, DHHS/ACF/OHS requires approval and signature by the governing body, the Snohomish County Council, as required by the Head Start Act 642(c)(1) and per SCC 2.10.010(23).
The application becomes the Contract upon approval by DHHS/ACF/OHS. The Contract is included in the pending 2025 Grant Work Plan.

DEPARTMENT FISCAL IMPACT NOTES: There is no impact to County General Revenues as a result of this action. Program costs will be supported by funds provided in the proposed funding application. The Program requires a minimum non-federal share (match) of 20% ($375,773) which will be met through a combination of county and local funds, and in-kind resources provided by volunteers, community partners and participating school districts.
