PURPOSE: To authorize an intergovernmental services agreement between Snohomish County and Washington Military Department to share in the cost of an appraisal to assist in the purchase of three properties at Paine Field.
BACKGROUND: .
• Washington Military Department (WMD) and the County wish to establish an Intergovernmental Services Agreement to share costs and to determine the fair market value of three properties via an independent third-party appraiser for the purposes of facilitating the conveyance of these properties from the WMD to the County.
• WMD and the County have both conducted separate appraisals on the three properties with varying final assessed valuation and jointly agree to hire a third (3rd) appraiser to settle negotiations on a final sales price at fair market value.
• The WMD shall initially bear the full cost of the third appraiser, in accordance with the agreed-upon Statement of Work outlined in the U.S. Army Corps of Engineers (USACE) appraisal services request.
• The County agrees to reimburse the WMD for fifty percent (50%) of the total cost of the third appraisal, pursuant to the terms of this Intergovernmental Services Agreement. WMD shall submit to the County a copy of the final paid invoice along with the completed appraisal. The County shall remit payment to WMD within forty-five (45) days of receipt of both the paid invoice and the completed appraisal.
• Both parties agree to engage a qualified and neutral third-party appraiser to conduct a fair and equitable appraisal of the Properties, in good faith, to determine the fair market value which shall be used to negotiate a final agreed upon purchase price to convey the land to the County.
• The total cost to the County is estimated at $10,000 which is a necessary step in the sale of this property to Snohomish County.
