PURPOSE: To obtain Council approval to enter into an agreement with TouchPhrase Development (d/b/a Julota) for services supporting the LEAD Program.
BACKGROUND: Julota provides case and data management software to third party contractors for the day-to-day operations of the LEAD Program. This software is essential for the coordination of services to LEAD clientele and for the collection of performance data of the program. The Council approved the first agreement with Julota in 2020, and subsequent amendments that adjusted the not-to-exceed (NTE) amount and term, in 2021 and 2022. The current agreement is for the term October 1, 2023, through September 30, 2026, with a NTE amount of $150,117.91. This contract includes three invoices, two of which have already been paid: $46,054.69 in 2023, and $50,503.45 in 2024. The outstanding invoice in 2025 is $53,559.77. The outstanding amount is the only one represented below in Fiscal Implications.
