Administrative Services Contract with Regence Blue Shield for Medical Plan Third Party Administration

PURPOSE: Third party administration services for the County’s self-insured medical (PPO) plans.
BACKGROUND: : Regence was chosen to be the plan’s Third-Party Administrator through a competitive RFP process completed in 2023. (RFP 23-025BC). The initial contract covered the plan year 2024-2025 with automatic renewal for four (4) additional one-year terms through March 31,2030. Per code the Executive may contract with Third Party Administrator for Snohomish County’s plans (SCC 4.42.220). There are 3 documents that comprise the agreement - Administrative Services Contract, Stoploss Fee Addendum, and Stoploss Rate Cap Guarantee Addendum.
