Executive/Council Action Form (ECAF)

ITEM TITLE:
Title
Executive Order to adopt an Energy Management Plan for County-owned buildings.
body
DEPARTMENT: Facilities and Fleet

ORIGINATOR: Alex Pidduck

EXECUTIVE RECOMMENDATION: Approved

PURPOSE: This is a request for the Executive to issue an Executive order authorizing the implementation of an Energy Management Plan with integrated Operations and Maintenance Program, Tenant Improvement Screening Process, and small appliance policy.

BACKGROUND: In 2019, the Snohomish County Executive and Snohomish County Council issued Joint Resolution 19-006, outlining specific steps and goals to reduce reliance on fossil fuels for county operations. On May 7, 2019 the Washington State Clean Buildings Act (HB1257) was signed into law requiring commercial buildings over 50,000 square feet to meet statutory energy efficiency targets. This mandate was expanded on March 25, 2022 with the passage of the Clean Buildings Expansion Act (SB5722) which extended these requirements to covered buildings 20,000 square feet and larger. Under legislative direction codified in RCW 19.27A.210, the Washington State Department of Commerce developed the Clean Buildings Performance Standard (CBPS). The CBPS is codified in Washington Administrative Code (WAC) 194-50. The standard requires covered buildings 20,000 square feet and larger to implement an Energy Management Plan and Maintenance Program. To comply with these requirements, Snohomish County Facilities and Fleet developed an Energy Management Plan for county-owned buildings. This plan is tailored to meet the CBPS requirements while accommodating the diverse functions of the county's building portfolio. It has been reviewed by the Intergovernmental County Resiliency Committee (ICRC), Department Directors, and other key stakeholders.
